It is, but the disabling effects of sonic weapons are well documented, she needs muffling.
Shrill is the new normal. Listen to American women nowadays and many of them have tight-throated voices operating at high speed, copying what they hear from other tight-throated voiced women. Accents change, that's why the Queen sounds old-fashioned. Old folks find it irritating, youngsters find it normal.
