While not decent etiquette to photograph, it's being rather intrusive, if you put it on show then that's the risk you take. Upskirting is a different matter as it's photographing something that's clearly been hidden; not on public show. But ban photographing a cleavage and you may as well ban photographing faces. Or for that matter anything, buildings, animals, mountains, everything. You opt to show it in public, it can be photographed.
