Banned Or Lost Episodes Of Cartoons

Sometimes, episodes get banned or removed due to being unsuitable for airing on TV, But is there a way to find banned or lost episodes? I remember watching the show "Whats With Andy" on Jetix, and there was an episode where Andy and Danny did nasty things in the toilet (taking poop from other people). When i looked on Internet, the episode is nowhere to be found. But i'm pretty sure i saw such episode.

And the next question i have is, why do such episodes make it to TV in the first place? And than after airing once, they are gone as if they never existed.
