It used to be that part of the revenue from the voting system went to charity (Children in Need, I recall). Then one year there was a big problem with the vote counting and the BBC decided to reduce the cost per phone vote and no longer publicised the actual number of votes each couple got and CiN lost out.
When you look at the four finalists, Hamza was by far the least likely you'd expect to be a good dancer, and that combined with the fact that he seems like a nice guy and the kids love him, is probably why he won.
It's quite common that the winner doesn't score the most points on the night, just as it's quite common through the contest that those in the bottom two didn't score the least. In the end it's a popularity contest first and judging comes second.
