I definitely recognise him and yes, I believe he’s an actor.
I don’t know his name though, I think he could be Irish, Liverpudlian or Yorkshire.

Looks a bit like Martin Shaw, from the Professionals. ( 70s detective series) not sure though...

The photo looks like it's from the late 60s or 70s. Maybe Alan Bates?

Howzat, you are very welcome glad I could help. I think the picture in your OP has been reversed, but even so you can see the colouration of Ivan's beard quite clearly, plus the eyebrows, the greying temples, the nose :)
