What If The Labour Party Got Rid Of...

I bought a 28cm Tefal frying pan recently. However, when I put cooking oil into it, the oil goes out to the edge of the pan rather than sitting all over the surface.
This go gave me go vsuggesting to me that the centre of my the pan is slightly raised, rather than being completely flat.
Is this a fault with the pan, or is it supposed to be this way by design?
There are some relevant posts here, two of which specifically mention T-fal pans. ('T-fal' is the branding used instead of 'Tefal' in the USA):

I use one specifically for panckes an on an induction hob.
after a few moths it stated rocking on the surface, which of couse is dead flat.
I guess it must be the heat used. Anyway from time to time I treat it to a technical adjustment.
Turn it upside down on a chopping board....
...and whack it hard with a mallet! Sorts it fine for a while. :)
