is there a procedure for submitting comedy sketches to bbc ? ie how much detail do they require?

Yes there is. It's very difficult and most people don't like sketches as they are expensive to make compared to other formats such as sitcoms. The BBC would probably want to see an idea for a series rather than a few unconnected sketches. A good starting point is here.

Best of luck and don't be discouraged. I've been writing for a long time and find it a struggle. Shoot the writers gives new talent the chance of an airing. The budget is very low but they do what they can with the money and material available. They are not accepting stuff currently but keepchecking their website for a new series.
