The husband had kidnapped one of the shieks wives, and the wife was posing as one of the shieks wives in order to get the pistols ( not knowing they were locked in the Hotel safe ). She was the one seen peeping through the bathroom door earlier, maybe thinking her cover had been blown.
I only came in for the last fiftenn, so hopefully what i say will make sense to you -
the couple in the room kidnapped one of the sheikh's wives, and kept her tied up in the wardrobe. The blood in the bath was explained by the husband's tendency towards nosebleeds. When Rebecca et al confronted him, and the gorgeous receptionist (sigh ..) accused him of murdering his wife, she appeared from outside, and they confessed that the Napeleon (?) pistols had belonged to their family, and their loss would bankrupt them. Rebecca phoned the police, and the man was led away.

It wasn'tthe husband whowas arrested. He didn't press charges for being hit on the head with a vase by the receptionist, they didn't press charges on him for kidnapping the sheiks wife, because she didn't want hubby to know she drank.
It was the many who bought the fantastically expensive restaurant wine (I've waited 5 yearsto open this wine, sir) who admitted to Charlie over a night time whisky he'd gambled with his companies money and lost billions -- they would find out they were bust when the Hong Kong markets opened. We saw him led away at the end and exchanging looks with Charlie who had said his credit was good at the hotel (well I guess it was the credit card company that will catch a cold there, not the hotel.)
