The instructor's aircraft are A-4 Skyhawks, while the "MIG 28's" are depicted by F-5 Tiger II aircarft. Note that MIG aircraft are always odd numbered, so this is one of many errors in the otherwise pretty good film... Being a film on naval aviatiors, the aircraft used by the films stars are F-14's...

Incidently, the F-5E Tiger II was used by the USAF at the time in their 'Aggressor' squadrons. These Aggressor squadrons used what was called "Dissimilar Air Combat Training" (DACT), in which they wore Soviet markings and used Soviet techniques. They'd offer their services to any airforces wanting to go up against them (there used to be a squadron in the UK at one stage).
