Name the film

There was a thriller out a few years ago and I have a very hazy idea of the plot and even more annoyingly can't remember the films name at all. Here is what I can remember, a couple and their child (possibly children) lived near the sea, they had moved due to the husband's involvement with the police/hunting a serial killer who was now behind bars. The serial killer unsurprisingly strikes again and the police ask the husband to help again, he hunts them down and kills the small child, replacing their eyes with broken glass. Any idea of the name of the film? It is driving me mad... Thanks for your help.

It sounds like 'Manhunter' starring William Peterson, he plays an FBI agent tracking a serial killer. Or it could be 'Red Dragon' the remake of Manhunter.
