the film is about a young girl who leaves her father to go live with someone either near or on a circus and she makes friends with a young boy who works for the circus and she is being followed by a weird bald man sorry for the rubbish description but does this sound familiar to anyone ? if so what is it called please help !!!

Big fish by Tim burton i think had a similar bit in it, but not quite.
not sure if thats it.
