I would suggest that is down to cultural variations - short hair styles are more accepted in European and American cultures - the primary target audience of Hollywood. Indian films are - naturally - aimed more at the Cental Asian market where longer hair is the norm.
The word is not so much 'accepted' as it is 'prefered'. In south-eastern cultures long hair is a sign of beauty and prefered as it is a more feminine manifestation. Another perspective: some strict followers of Islam believe that women should not cut their hair. I'm not entirely sure of why this is believed though.
