How do they manage those 360 degree movie scenes where the high speed action stops and the camera does a 360

I believe it is the subject that does a 360 (on a revolving platform) with a 'blue' background which is later filled in with the desired background.
The frozen shots where the subject is 'hanging' in midair and revolves, is usually restricted to 180 degrees and is done with up to 20 cameras mounted on a half circular frame, taking the same shot from different angles. These images are then morphed into each other to project revolving motion of an inanimate subject.
The process is called Bullet Time which does use a 360 degree set up of cameras as described by wildwood on this page. First majorly used In The Matrix film. If you have the DVD it shows you the set up and them shooting one of the integral scenes The "Extra" documentary is called "This is Bullet Time".
