they were not really talking about speed cameras, they were just looking for people speeding seems their car/boat had broke down.
Apparently, speed cameras only come into effect on motorways when those dot matrix signs saying eg 'congestion ahead- slow to 50mph' light up. That's the only reason they put those signs up, because it's the only way of triggering the speed cameras to come on.
No, xxamiexx was right. They were discussing the irony of the speed cameras against the speed of James May's Sailing Herald.
They were actually talking about speed cameras in the studio earlier in the show, which is what I was referring to.
...awww I missed it tonight , when is it repeated?...

it's repeated tomorrow night at 7pm BBC2.

Enjoy!

robbo is correct. Clarkson was bemoaning the dot matrix signs on the M25 that say congestion ahead, slow down to 50.... and there never is any. It's because, as robbo says, the cameras only come on in conjunction with the reduce speed warnings. if the traffic is flowing normally (without warning signs of conjestion) it doesn't matter how fast you are going, the cameras won't flash. They were also standing in front of a camera later in the show waiting for someone to speed through it and trigger the flash so they could have a "portrait" taken of themselves.
