Early 90's Film Title.

hi everyone,
This has been bugging me all day. There was a film in the early 90's that I can't remember the name of. It had lots of youths on rollerblades and involved a gang of drug dealers that were making their own drugs that would render adults infertile. They called it the day of the rope in the film. Can't remember the title for the life of me. Please help!!!!!!!
