He will be playing a character called Mr Saxon (who we will hear about throughout the episodes by all accounts) ----if he is the Master that hasnt been confirmed nor denied yet.

Mr Saxon was first mentioned in last year's Christmas special "The Runaway Bride" and posters saying "Vote Saxon" could be seen near the Alleyway where the Tardis lands at the end of last Saturday's episode "Smith and Jones".
