I've just watched the Episode of I'm Alan Partridge and am trying to remember where I've seen the actor playing the obsessed fan before. Also was it an episode of Frasier that had an almost exact duplicate of this scene?

The actor was called Ian Sharrock.He's on the IMDB website.He's been on several tv programmes. Sorry I can't provide a link. Got the original info on google.

As for Frasier in the 200th episode there's an obsessive fan who has got one of Frasier's broadcast tapes.It's the guy called Noel who hangs around the station.That might be the episode you're thinking of.
