Not sure what scene as i don't watch it now, but yes, Jim was from Ireland. Again I'm unsure of the context but I know he was depicted as an Orangeman and would therefore consider himself British, not strictly Irish (Betty once asked him if he shouldn't be 'over banging his drums' during a marching season episode.)
