It wasn't. It was written as a Rowan Atkinson vehicle.

It was based on a character called (I think) Dr Black-Hawkins, who was the BBC Chief Medical Officer and a friend of Rowan

If Blackadder was based on a book it was the Hitler Diaries. Strange but true, but because of the fake Hitler diaries a whole lot of new history was invented. In fact the first series is based on hundreds of historic films and the further series have a strong am-dram connection-like the cast going 'rhurbarb' in one scene.
