Sign Language on programmes

OK - firstly - NOT an attack on deaf people.
Can anyone tell me why almost 1/2 progs after 1am have sign language going on in the corner?
Firstly, do all deaf people only watch in the wee small hours?
Next, given they probably have normal hours, couldn't digital technology be used to have a choice to switch it on/off, like subtitles? That way deaf people could watch when they like, and I could turn it off if it bothers me?
And finally - has anyone other than me found it hilarious that the Box music channel does this - I mean it's not like the lyrics are the only thing that deaf people can't hear?
