Frasier, Mrs Columbo, Her Indoors from
Minder, She who must be obeyed from Rumpole Who else is there?

On 'Kenan & Kel' you never see Kels parents (so my kids inform me), and the store owner Chris always mentions his mother who is never seen ~ even the photographs of her in his apartment are obscured by plants.

It is a common misconception that "She Who Must Be Obeyed" was never seen.

Hilda Rumpole appeared umpteen times; played by Peggy Thorpe-Bates in 16 episodes of Series 1-3 (and the TV film "Rumpole's Return), by Marion Mathie in 24 episodes of Series 4-7 and by Joyce Heron in the BBC "Play For Today" pilot.
