Being Blocked in my Another Car

We live in a close and have (non allocated) parking spaces.
People in different houses tend to park in the same place but it's not a problem if you have to park outside/near to a house not your own
However, on occasion other cars either visiting (I think this particular car belongs to someone in the close) but who owns it is irrelevant TBH. S/he parks in front of other cars blocking them in - makes a T shape IYKWIM?
What is the legal aspect here if anyone knows? Can I call the police or have them towed away? (preferable as it is blinking annoying at best, at worst it means hubby is late for work).
This morning I went out to use the car and had to roll it forward as he had parked too close to the drivers door for me to get in, so goodness knows how he got of his car!

Blocking other vehicles in is 'causing an obstruction' and therefore an offence. Although many parking matters are now dealt with by enforcement officers employed by local councils, 'causing an obstruction' is still a police matter. That assumes that at least one wheel of of the offending vehicle is on the public highway. The situation might be different if all of the vehicles are on private land.

Irrespective of whether the vehicles are on the highway or on private property, it might be worth having a word with your local community constable. If he/she doesn't seem interested, say something like 'People are getting really annoyed about this. I'm worried that someone might eventually take the law into their own hands'. A hint of possible violence, or of criminal damage, might spur the officer into speaking to the offending driver about the matter.

Cheers Chris. We have the community officers call in once a week at after school club so will ask them then
Both our car and the other car are on public highway with the blocking car having all 4 wheels on the 'road' but, we are on the parking bit which is just a slightly different colour that's all
