Another garden fence question

A 6ft fence panel has blown down in the wind. This fence (according to my house deeds) belongs to my neighbour. I didn't make a fuss about it (or about the greenhouse glass it broke) but what's driving me insane is the fact that my neighbours SEVEN dogs can all access my lawn as a toilet, and my youngest child is too scared to go out to play.
The neighbour has said he'll mend the fence "when he's ready."
Is there anything I can do about this situation?

Can you put soemthing up to prevent his dogs getting into your garden? Even if just temporary
Itll cause problems but you could also send him a bill for damage and tell him youll report him to the dog warden if he continues to allow then to roam free.

Mr O is more enraged about the dog situation than me and wants to put barbed wire across the gap. My worry is that the neighbours will sue us if one of their precious mutts hurts itself.
The dogs don't roam free as in roaming the street, as the rest of our garden is fully enclosed.
They won't even come & clear up the steaming piles of poo. Grrrrrr.

the use of barbed wire is a little extreme but I can understand the reasons. You are entitled to put your own fence up inside the line of their fence which would keep the dogs from messing you property. I would think that this would also provide some additional protection for your greenhouse (if you replace the glass) in future as well.
I don't know the actual legal situation here but was just wondering what would happen if one or all of his dogs bit someone who was visiting your property,or what would happen if your children or yourselves were bitten? I thought that as a dog owner he had to ensure his animals were not allowed to be off his property without a lead.
Grandma41...it's a point of principal. Last month one of their kids accidentally knocked my wing mirror off and they refused to pay for that. One of their balls broke 3 panes in my greenhouse last summer and they refused to pay for that. If we have the fence repaired, hell would freeze over before they would pay a bill.
