Film on a valley in nuclear war

I can remember watching a film that was based on a book (I think it was something famous), but I can't remember what it was called. Anyway, in the film there was a young blond woman that lived in a valley, and she lived with her parents, her brother, and her dog. When this 'cold war' happened, her parents and the a couple of other locals drove out of the valley and her brother sneaked with them, leaving her and her dog alone (I think you're supposed to assume that they got killed by radiation when they left). Anyway, she's alone with her dog for a long time until a man in a safety suit that has a patch on it (he killed the former owner, a scientist) comes walking into the valley and starts to suffer from radiation when he bathes in the local river, etc, etc.

Anyway, i've never seen the rest, anyone have any idea what it's called?
