Mystery movie

I saw this once on telly years ago and the name of it has been bugging me ever since. Anybody enlighten me? The residents of a small town start to gradually go mad. I recall the local sheriff shooting a small boy with an assault rifle as the boy was running away. Eventually, the cause of the madness was discovered to be something dripping into the towns milk supply. Any ideas?

no idea what it is but it sounds wicked! people going mad is always a good idea for a film!

I seem to remember it, but I'm not sure of the name (!) I think it was something like "Inhibitions" or "Rage" or "Impulse" or "Impulsive" or something.

Reckon it could be Impulse...did it have Meg Tilly in it?

People, you are good! It's looking like it might be Impulse, I'm looking into it. If I find out for sure (ie: I find it and buy it) I'll let you know! Unfortunately, nostalgia has a habit of making you remember only the good bits, which is why it's not a good idea to revisit stuff you thought was great years ago. We shall see. Thanks!
