Coffee Swindle any suggestions?

We have a coffee swindle in work and as per usual we are getting problems with people not paying, we have tried hiding the coffee and tea and they still find it! anyway we have just been bringing in supplies when we run down,but the usual buggars are still helping themselves, any good methods of making this fair without too much of a fuss, as we have 3 diffirent shifts through the day!

Can you make a member of management responsible for collecting a kitty? maybe if they pounce of payday they can get a set amount each week off people and that can fund the tea coffee
Failing that you can individual portions of coffee, ob tea is in bags anyway why not just carry your own!

You are not legally obliged to provide tea and coffee facilities for employees, merely drinking water and a well kept clean place for them to eat and drink during breaks.
As suggested, finish off the current stoock then advise people to bring their own and lock it away. Either that or get everyone to do their fair share.

It's a pain isn't it? you'd think you were back living in a student house with the "house thief" again sometimes!
Personally, I'd either 1/ buy some cheap brand and forget about it 2/ each bring their own jar.
Pity some people can't be relied upon for even a small thing like that! Unfortunately, there will always be those who think everything is their due, and won't bat an eyelid at using other people's stuff. In a charity organisation too!
