Help id an obscure programme

Does anyone know the title of an ITV show that was on in the late evenings. It had Fulton McKay (?) as a lodger in a house. He worked/had worked for the water board and sounded as though he was wearing tap shoes when he walked. The house owner spent a lot of time in his garden and when alone talked to the ghost of his elderly mother - a frail looking elderly actress dressed in white.

I think this show would have been shown in the early/mid 80s but I can find no trace of it.
