Oh yeah, i remember that, and the theme music was really cool! Wonder if its available somewhere?
The story of Belle and Sebastian is by Cecile Aubrey named after the Pyrenean mountain dog and little boy (and the band is indeed named after them). As to which version you watched I know that a cartoon by Toshiyuki Kashikuran was made but I can't remember the year. In addition there was either a dubbed or subtitled black and white version in from 1967. It can be found here http://www.memorabletv.com/episodeguides/belleandsebastian.h tm You'll be asking about the flashing blade or White Horses next.
You can get the series on DVD: http://www.play.com/play247.asp?source=675&page=title&Cur=25 7&r=R2&title=112233 (I think there was only one season, so that's your lot). Theme tune, pictures and info here: http://www.thechestnut.com/belle.htm
Belle and Sebastian is available on DVD from the Network Video label. The was a follow-up series called Belle, Sebastian and the Horses.
