Can anyone tell me the name of a character from The Simpsons who appears from time to time and has a very minor role...I think he has a moustache and is a timid old bloke and I remember in one episode when everyone is in a town meeting and they are asked to vote in favour or against, he is the only one to say "Naye" .

i know the character you mean and he has only been in a few episodes and has never been named to my knowledge.its not hans moleman as he doesnt have a moustache
