I reckon it's Phil!! I know it sounds ridiculous but I reckon something happened between the two of them and he regrets it which is why he's so vile to her. When Ben said last night that he hated his Dad and he wished he never existed, that's when Heather decided to burn the letter and leave things unsaid. As if she decided not to tell him he's going to be a father again because he's not fit to be one.
