ice cube film

Does anyone know the name of this film: it has ice cube in it, its set in a prison that has just been opened, ice cube makes a deal with the council to get one night in there without the police and he puts a prize of $1000000 in a suitcase and tells the gangland leaders that only one of them can leave with the case, then gives them a load of guns and watches what happens on the monitors.

Are you sure it was Ice Cube who starred in it? I've seen most of the films with him in and I don't recall that film.

It's called MEAN GUNS.

Unfortunately it isn't very good; it doesn't live up to it's premise.
