This includes (most) pubs, restaurants, offices, railway stations and the like. In this context outside (the street, hills, up a tree, on a beach etc) is not considered public.
John Reid is Scottish and is responsible for bringing the smoking ban in, his pal in charge is Tony Blair born in Edinburgh also a Scot (this is therfore a Welsh /Scottish problem). I think the welsh Parliament should have the same powers as the Scottish Parliament. The English should have a Parliament of its own.
