She was wearing a long dress, if she had forgotten to shave her legs the only reason to show off her legs was for publicity surely?

Hair that long does not belong to a woman who has 'forgotten' to shave her legs - it's a woman who simply doesn't shave her legs, and doesn't care who knows it. Not hurting anyone else, so no biggie.
