Do the same CDs play at the 'original' volume on your PC?
Are the tracks that you are downloading quite old?
There is currently a war going on between record producers to make their record "louder" than everybody else's. They do this by applying massive amounts of compression (exactly what the TV broadcasters do to make the adverts sound louder). The result is a track that sounds really loud and has zero dynamic range. (This is also the reason that when playing a modern CD in a DVD player, you have to turn the volume down - because movie producers are more interested in quality sound and good dynamic range.)

If these are older tracks, leave them as they are and turn up the volume for playback - they will sound much better than if you frig with them.
