They identifed him from dental records.

I think his gran gave it to the police when she reported him missing months ago. We can assume that once they identified him they would have got the photograph from their files. In these soaps strange things happen.

Surely the body would not have decomposed so quickly to just leave bones?

it's possible they looked at the PNC database for missing person reports in that area in the last 8_12months and got a hit on Alex and went from there
