I thought either Bob or Donna called a taxi for the drugged policeman and they don't know that he was drugged. I think the uniform was a spare in the police car. Maybe he is related to Usain Bolt that's how he got back so quick and Ross has the money in his bag at the cottage because he threw it at Debbie and yes I think they may get together.
