Added Voice-Overs (?)
Due to technical problems I won't bore you with, we are forced at the moment to watch live TV, which means even going so far as attempting to watch things like 'Midsomer Murders' (the earlier and later ones) and 'Endeavour' on ITV3 which now have a constant infuriating voice saying things like "He opens the door" as you watch someone open a door, "He finishes his drink" as he finishes his drink. Some of these programmes I have seen in the past, and I'm sure this maddening voice describing what I am watching wasn't there before, what is this about please and does anyone think it is an improvement?

^ We are watching on a 'Panasonic TX-L32EW5' television with 'VIERA Connect', which does a bewildering array of things, so I'm sure you are right that it has this voice over function for the blind - if I can find it.
When I think about it now, I guess this facility will only be there on certain programmes such as the classics; Midsomer etc.

I don't think you will find 'Audio Description' under 'Sound' in the Menu on your Remote Controller.
To activate or dis-engage it on my Panasonic (TX 37 B) means pressing the 'Option' button on the Controller and it is to be found at the bottom of the drop down list of items. It's probable set on Auto and needs to be given a sideways click to turn it to 'Off'.

Thanks to all for help. Having established the cause of the problem I tried various ways to find 'Audio Description' but to no avail, however I found a 'set to defaults' option which I entered and it may have worked (it seems impossible to be sure without a suitable programme), however I checked an old 'Frost' screened last night on ITV3 and there was no voice over.
HansUrbancka: I tried the options button and the drop-down doesn't have 'Audio description' but it has 'Dual audio' against which it now says 'No duel audio' do you think that is it?
My set was bought in Germany so there might be slight differences.

I have switched my Panasonic on to check.
Click menu on your remote, then sound. Then press the big down arrow to get to page 2 where you will find the audio description settings.
Alternatively press 'option' on your remote, it is on the top row directly under the 'tv' button. You will see the audio description menu and you can easily switch it on or off from there.

Hang on everyone! I think my problems run deeper. My English version user manual tells me exactly what you have said, but it says by 'Audio Description' 'UK only', which is why the words do not appear anywhere on my German bought TV menus, Scheisse!
