However, the conditions in a society which consists of a bottom level that might equate to a sewer has both perpetrators and victims sloshing about in a significantly dysfunctional society. That goes for any kind of crime, injustice, etc., not least including in the drugs world (any and all races). The class of cases under discussion is just one facet/sector. While society is divided into a myriad of us-and-them layers, "we" write off "them" as not only not our concern but also beyond help and worthless except as a negative problem for someone else to clean up. This is the pattern one sees over and over in the UK and I cannot see things improving - there is no magic solution, but the pattern is mostly unrecognised and nothing effective is being proposed, never mind actually being done about it. In fact, I am rather of the opinion things are going to get worse because, if anything, the mindset is being reinforced.
