TV program Christamas Eve circa 1978 (BBC)

This is a tricky one and I don't expect to ever find out. I remember when I was about 5 years-old watching a program on BBC or maybe ITV, I'm sure it was Christmas Eve - The plot loosely.. 2 toys turn into a boy and girl and have to find Santa by a deadline or they turn back into toys. I remember a train journey on a model railway set (all the toys become real.) Though agonisingly close to successfully reaching Santa, they fail their mission - I'm afraid that's about it. It was the most upsetting program and I think rather unsuitable for kids! I bawled and bawled! Would love to find out what it was and try to get hold of it.. Genius if anyone can help!

It could be "Quincy's Quest" (1979) with Tommy Steele as a toy turned human trying to find Santa. I remember it featuring a train set as well.
