It transpires that Sam's job is to get Gene booted out of the force. If he doesn't, Gene goes on to commit a dreadful atrocity that has repurcusisons for the British police and government.
In the last episode, Sam does get Gene banged up inside and has the chance to return to 2007.
But he refuses, choosing to stay with the WPC who he has fallen in love and lead the team into the new modern style of policing.
It backfires. Gene has a very long arm, and uses his contacts to see that Sam is shot dead.
In the last few scenes, Gene is released from prison and reinstated on a technicality, Sam is dead in 1973 and the wpc is crying. The tv announcer states that Sam's (2007 version) has had his life support switched off.
Then we hear the flatline tone.
In the spin off, we see the atrocity that Sam was supposed to prevent.

I have 2 theories: no.1 Sam is actually from the future (not 2007) and is sent back to prevent something terrible that happens in 2007 but has it's origins in 1973.
no.2 at the end of this series the director will say cut and it will just be the filming of a TV series that we have been watching with no explanation.
There is supposed to be a spin off just starring Gene it's called Ashes to Ashes so perhaps option 2 is a non starter, I'm sure whatever happens we will all be suprised and saddened to say goodbye to a superb show.

Ethel, I reckon there could be something in your idea about Gene being the villain of the piece...Gene Hunt, reckon the name could be significant, Gene like genetics; DNA evidence, maybe...
Suspect if/when Sam wakes up, there will be a few familiar faces around the hospital bed, like at the end of 'The Wizard of Oz'; rememeber in the first series Gene mentioned the Wizard...
One thing's for sure, next week's episode will have to be incredibly good to tie up all the loose ends.
