In the US, 1989 (just - it started with a christmas special, the one where they got Santa's Little Helper from the racetrack, so it aired on 17 December). I suppose 1990 in the UK on Sky, since "Do The Bartman" was a hit at the start of 1991. Going by where I was living when I first saw it on the BBC, it must have made its terrestrial debut in the UK late 1996.

technically not true as as they were first a feature on the tracey ullman show 1987-1989.
