If you want an answer then try this. He shouldn't have killed him because it allows the script writers to develop Steven as a character and bring further trouble to the Beales.

It's the same reason that the villains didn't just shoot James Bond when they had him tied up. The same reason that on a Saturday night, Robin Hood doesn't put an arrow through the Sherrif of Nottingham or Gisbourne. He certainly has enough opportunity.
