VW foglight indicators

A few times recently I have noticed an oddity on VW's and a Skoda.

It seems that when the driver has headlights on and indicates to turn, the front fog light on that side comes on.

Is this a design feature, and if so is it legal?

Fogs should not be used rxcept in low visibilty. (a pet hate of mine)

I have a 2010 Seat Leon part of the VW group with this system you don't actually have to indicate just turning the steering wheel brings on the front fog which ever way your turning and yes I agree very annoying. Have been through the handbook to see if theres a way of disabling it but can't find anything.

It is ilegal to have any fog lights on unless it is foggy!!

Bring back the old Citroen DS lighting (they turn with the steering)
Way advanced for it's time.
