Just about to buy a Prius plug in and told that we can have a electric point put outside the house, but how do they get the lead from the fuse box outside without pulling up the carpets?

Run it along the wall (in a conduit for better appearance/safety).
I suppose the cost of a carpet fitter would be factored into any quote to do the work.
If you fusebox is on an outside wall they'll just drill through and put the socket somewhere convenient outside, or, as Canary42 said, run the cable in a conduit the shortest/most convenient route from the fusebox to an outside wall.
I hope that your outside electrical point can be secured, to stop third parties obtaining free electricity for their appliances or even to charge their cars.
I would imagine that a switch indoors would be fitted, to isolate it when not in use.

It would however take some front to plug your car in outside someone elses house.
Whatever method they adopt...make sure you get a completion certificate.
