Has she tried PDSA, RSPCA or cats protection for advice, also any rescue centre. How old is the cat, is it eating, doing any grooming, peeing and pooping normally, eating. How old is the cat

I agree with roopower, the list of possibilities would be very long.
If a cat is in pain or feels really ill it won't groom itself and there are illnesses that will make it lose weight or make it generally feel yuck.
Cats are still wild animals and their instincts tell them not to admit to being ill or injured because it could put them at a disadvantage. Sometimes they hide a problem for a while and this may make treating any illness difficult.
I don't know how you are going to find a vet but it really is the only way that your friend's cat is going to get medical treatment.

A common thing in aging cats is an overactive thyroid. This results in "loss of condition" even though it is eating heartily.

All is not lost though a s2 small pills a day will control it and the cat will be healthy again.
Only problem for you os it will need a vets blood test and prescription. DO NOT but pills from the vet as they will be over £1 each!
19p from on line suppliers such as Animed, BUT you will need the vets prescription at about £10 or so.
The bottom line is you do need a vet.
