So you drove off without giving him your details?

Sounds like a case of "failing to stop". Very minor damage but still it carries a mandatory endorsement of 5-10 points.

Personally if the police are not yet involved I'd cough up for mirror whether I thought it was me or not 5 points would cost me more
Your letter is from the police? How do they know you were driving WDC&A? Were they at the scene?

It's up to you, but if you are sure you didn't cause the damage, then dispute it. But remember it may cost you more in the long run.
Is the letter from the police or the other driver?

If you answer this I might be able to answer your question.

letter is from the police not the driver himself
I would love to know how he got the police involved to this level. Usually they hate getting involved without proof, and so far, on what you have said its his word against yours, and they would not be bothered.

when he pulled up behind me he was telling me to get out which i did and started saying you knocked my side mirror off and give me your details and i said what are you talking about i did no such thing and did'nt waste any more time and drove off and while i was driving off he was on phone and must have took my number plate down
Only thing I can think of is that he has got a mate to act as a "witness". This could be trouble, and I don't know how to defend this, hopefull some other ABers will have a bright idea.
If you didn't do it then I would have thought the best thing to do is contact the police from the details on the letter and explain the situation. I have to say I don't quite understand when you said he pulled up behind you and was telling you to get out the car because it could have been very dangerous. If it was me and another motorist was actiing like that I would have been on my way. By getting out of the car you risk confrontation.
The Police don't normally get involved in this type of thing at all!! Very strange-maybe he has a mate working in the station. It sounds like a fixed penalty notice and it may be time consuming and expensive to deal with yourself, but if you have legal protection on your insurance they may take it up for you, strange that he hasn't made a claim through his insurance company though, or you don't mention one, anyway.....

Time for a counter-attack:

When this chap asked you to get out of your car, was he in the remotest bit aggressive or threatening, in YOUR consideration?

if so, immediately report it to the Police- preferably the same station your letter came from, they will be duty bound to investigate it.
Have you any damage to your car? If, as he claims you've damaged his car hard enough to knock his mirror off then it stands to reason you'd have some superficial damage to yours, presumably your nearside door mirror as that's at the same height as his mirror.

If you've not so much as a scratch on yours how can he hold you responsible.
Question Author
my point exactly there is no damage what so ever and not even a scratch
I can't see how he can prove it then without independant witnesses. Any damage to his car would also cause damage to yours. Sounds like he's trying it on in order to get damage he's had done elsewhere paid for by you.

Might be an idea to mention it to your insurers especially if yours has legal claims assistance included.

that is another thing when i got out of the car to see what this guy was cribbing about his cars front end was already smashed up
if there is no evidence of you touchin his car id just apeal the situation and if he has witness( made up or not) just say u drove of as he was aggressive towards u
