citroen berlingo rear wiper playing up

when i turn rear wipers on it makes a motor noise but nothing happens what could be the cause and could i fix myself also when i get to a certain speed usually 70 ish the stupid car shakes /vibrates whats wrong

Find the wiper arm and follow it to where it attatches ( other end from the wiper blade ). Lift the cover and see a bolt head underneath which is probably a 12mm and also probably loose.
Car vibrating @ 70ish normally wheel balance / bent drive shaft if you've hit kerb etc - buckled wheel (unlikely) or a tyre which has gone out of shape or developed an 'egg' where it's ready to blow.
Either way, i would get down to somwhere like National Tyre & Exhaust or Quickfit for a free check.
Better safe than sorry etc.
