Indicators/Hazard Lights

When turning on the indicators or hazard lights on my Rover 25, 2002, instead of flashing, they just turn on, and don't 'blink'! Anybody know what could cause this?

possiblya faulty indicator/hazard relay

rovers are known for bad earthing problems

if they actually tirn on i would say faulty flasher unit/relay
