fiat punto sporting 1.2 16v (2000)

Hi,
I was caught out when i brought my punto sporting from ebay approx 2 years ago ... i first realised i had been screwed when i went to fill it up with petrol and realised that i could only fill it with half a tank before it forced the fuel intake from the hose to stop or come out of the entry part.
It seems to slowly be getting worse, now i can only fill it up to only just over quarter of the tank ...
I have contacted fiat and explained the problem, to which they have been unable to give me an answer apart from ''BRING IT IN'' , if its a straight forward design fault and easy to fix, my father can do it. Just want to know what the problem is first.
A friend of mine informed me that it could be somthing to do witt the fuel pipe benidng the wrong way, but then i thought, surely fiat would not have made something like that so stupidly!!!
