Your local tyre depot can get them off.
Speak to the garage or fitting company that you plan to buy the tyres from.

Most of them are well practiced at removing locking wheel nuts, but they will destroy them in the process.
Contact the company from this link, and they will advise you of local garages that stock the product who will remove the nuts for a fee (my local garage charged me 25).

The product consists of a soft metal socket, which is hammered on to your wheel nuts (taking the key shape of the locking nuts on your car), allowing all 4 to be removed. The soft metal socket is a single use item once formed to your locking wheel nuts, it is of no use to the garage.

The manufacturer claims it works on 100% of locking wheel nuts.
